How to Renew Your Permanent Residency Permit in Singapore: A Guide for Foreigners

Posted by Written by Ayman Falak Medina Reading Time: 3 minutes

Singapore’s permanent residency (PR) status grants long-term stay and work benefits, but maintaining it requires timely renewal of your re-entry permit (REP). Without a valid REP, leaving Singapore may result in the loss of PR status, forcing you to go through the lengthy reapplication process.

What is a re-entry permit?

A re-entry permit is a mandatory document that allows PRs to leave and return to Singapore while maintaining their PR status. If you exit Singapore without a valid REP, your PR status is automatically revoked.

Why you must keep your REP valid

The Singapore Immigration & Checkpoints Authority (ICA) evaluates PR renewals based on a person’s economic contributions, social ties, and commitment to Singapore. The REP serves as proof that you remain engaged with Singapore’s economy and society.

How long is the REP valid?

Most PRs receive a five-year REP, but the validity may vary based on individual circumstances.

What happens if your rep expires?

  • If you leave Singapore without a valid REP, your PR status is automatically revoked.
  • If your REP expires while you are overseas, you may not be allowed to return as a PR and may need to reapply for PR from scratch.

When should you renew your re-entry permit?

It is advisable to renew your REP at least three months before it expires to avoid last-minute delays.

Early renewal options

You can apply for renewal up to six months before expiry, which is useful if you anticipate travel or work commitments that may interfere with a timely renewal.

Emergency renewal considerations

  • If your REP is close to expiry, apply immediately via ICA’s e-REP system.
  • If you are overseas, visit the nearest Singapore Overseas Mission to request assistance.

Eligibility criteria for REP renewal

Residency duration matters

ICA assesses how much time you have spent in Singapore. Extended stays abroad without strong justification may negatively impact your renewal chances.

Economic contributions & employment status

A strong renewal application includes:

  • Stable employment in Singapore (EP, S-Pass, business ownership).
  • Regular CPF contributions as proof of economic activity.
  • Tax compliance, including timely income tax payments.
  • Active business operations, if you are self-employed or own a company.

Additional factors that impact renewal

  • Social ties, such as family members who are Singapore citizens or PRs.
  • Property ownership or long-term rental agreements.
  • Volunteering or community involvement in Singapore.

Step-by-step guide to renewing your re-entry permit

Step 1: Check your eligibility

Ensure you meet ICA’s criteria for renewal, including:

  • Holding valid Singapore PR status.
  • Having a passport valid for at least three months.
  • Maintaining strong economic and social ties to Singapore.

Step 2: Prepare the required documents

While ICA does not always require supporting documents, it is best to have them ready in case of additional verification requests:

  • Valid passport details (new and old, if applicable).
  • Current REP details (if applicable).
  • Employment verification (letter from employer, CPF contribution records).
  • Income tax assessment from IRAS (latest tax payment proof).
  • Business registration details (for self-employed PRs).
  • Supporting documents for dependents, if applicable.

Step 3: Access the ICA e-REP portal

  • Visit the ICA e-REP system at www.ica.gov.sg.
  • Log in using SingPass (for individuals) or CorpPass (for business owners).

Step 4: Submit your rep renewal application

  • Select “Apply for Re-Entry Permit (REP) Renewal”.
  • Fill in your personal details, employment status, and travel history.
  • Upload any requested supporting documents.

Step 5: Pay the renewal fee

  • The REP renewal fee is S$ 10 per year of validity.
  • Payments can be made via:
    • Visa/MasterCard debit or credit cards.
    • American Express (AMEX).
    • Internet banking (DBS/POSB, OCBC, UOB, Standard Chartered).
    • PayNow.

Step 6: Track your application status

  • ICA typically processes renewals within one week (excluding the day of submission).
  • Some applications may take longer if additional documents are required.
  • If ICA requests further information, respond promptly to avoid delays.

Step 7: Receive and verify your new REP

  • Once approved, your new REP will be issued digitally via the e-REP system.
  • Download and print a copy for your records.

Step 8: Transfer REP to a new passport (If Needed)

  • If you have renewed your passport, transfer your REP to the new travel document using the e-REP portal.
  • There is no fee for REP transfers.

Potential challenges and solutions

Some common issues that PRs face during REP renewal include insufficient stay duration, lack of employment proof, or missing tax compliance records. If ICA rejects your renewal due to extended time spent overseas, providing justifications such as work commitments, medical reasons, or family obligations may strengthen your appeal.

In cases where tax records or CPF contributions are incomplete, submitting additional documentation to demonstrate your financial contributions to Singapore can help. If your application is rejected, you have the option to appeal within 30 days, emphasizing your continued commitment to the country through employment, business, or family ties. Exploring alternative options such as an Employment Pass (EP) or a Long-Term Visit Pass (LTVP) can also be considered as a backup plan.
